As a general rule, if a card is unsuitable for the game at hand for reasons beyond the control of the players, it can be discarded and replaced at the draw stage. Once it's in your hand, it's fair game.

Are there any other exceptions? Wheaton's law? Wrong locale (stroopwaffles in Germany)?

To make it clear that it’s only for makes no sense, not because it doesn’t suit the game.

Should the hider disclose at the time the decision is made? I don't think so, because it would then be confusing in the chat, and make for aggravating misunderstandings.

They should disclose after the round is finished.

In the case of a Helpdesk being in the game, they should have final say.
